On Budget. On Schedule. No Surprises.

Portland Remodeling Contractor

Top Rated Remodeling Contractor

Most Portland remodels don't go over budget because of bad luck.

They go over budget because nobody locked down the scope before demolition started. 62% of remodels end up over budget or behind schedule, and homeowners usually find out the hard way, mid-project, when it's too late to change course.

That's a hiring problem, not a construction problem.

We fixed it with a 5-step pre-construction process that prices out every trade and every material before you sign anything, backed by our No Change Order Guarantee. If it's not in the plan, it's on us, not your final bill.

Tortoise Construction has over a decade of remodeling experience across Portland. We are a general contractor based in Milwaukie, about ten minutes from inner SE, and most of our completed work sits on the east side, from 23rd Avenue out to the 120th Ave corridor.

Portland homes are older than most of the metro, and that changes what a remodel involves. We have opened enough walls in these houses to know what older construction tends to hide, and to price for it before demolition rather than after.

    SE Portland Kitchen Remodel

A dated, closed-in kitchen on SE Mitchell Court rebuilt as a bright, open space. We built from the layout and finish plan by Jenna Degen Interiors, reworking storage and workflow around how the family actually cooks and hosts.

    SE Portland Basement Remodel

A dark, unfinished lower level on 23rd Avenue turned into a family living space with a workout corner and a workspace. Low ceilings, exposed ductwork and moisture on a hillside lot all had to be solved before any finishes went in.

    120th Ave Kitchen Remodel

We took out the wall between the kitchen and dining room to open the floor plan, brought the electrical and plumbing up to current code, and added custom walnut cabinetry with soft-close drawers.

What We Handle for Portland Homeowners

  • Kitchen Remodels

New cabinetry, countertops, appliances, and layout changes, often opening a closed-off kitchen into the living space. We handle the structural side, not just the surface finishes.

  • Bathroom Remodels

New fixtures, tile, and layouts, whether that’s a full gut or updating what’s already there.

  • Basement Remodels

Turning unfinished or dated basements into usable living space, guest suites, or home offices.

  • Home Additions & Conversions

Second-story additions, garage conversions, and accessory dwelling units. These are structurally the most involved projects we take on, and where our pre-construction process matters most, since permits, structural work, and trade coordination all have to line up before anyone picks up a hammer.

  • Full Home Remodels

Multiple rooms at once, kitchen, bathrooms, living areas, sometimes the exterior too, coordinated under one contract instead of juggling separate contractors for each space.

Permits are part of every project. We handle the permitting and inspection process directly with the City of Portland and Multnomah County, not as an afterthought.

Remodeling Portland's Older Housing Stock

Much of Portland’s east side was built before 1950, and those houses were not built to today’s code. Sellwood, Woodstock, Richmond, Mt Tabor and Laurelhurst tend to share the same set of surprises: original wiring behind plaster, drain lines at the end of their service life, foundations that were never bolted to the framing, and additions from decades back that nobody permitted.

None of that is a reason to avoid an older home. It is a reason to find it before demolition instead of halfway through. On the 23rd Avenue basement we were working around low ceilings, exposed ductwork and moisture on a hillside lot. On 120th Ave, opening the wall between the kitchen and dining room meant bringing electrical and plumbing up to current code before anything cosmetic happened.

That is what the 5-step pre-construction process is for. We price every trade and every material against what the house actually is, not what the floor plan says it should be. In houses this old, that is the difference between a fixed price and an estimate that grows once the walls are open.

Portland Remodeling FAQs

How much does a kitchen remodel cost in Portland?

It depends on size, scope and finish level, and on what we find once the walls are open. In an older Portland home that often includes electrical or plumbing that has to come up to current code. You get a fixed price before demolition starts, not a range that moves.

Do you pull permits with the City of Portland?

Yes. We handle permitting and inspections directly with the City of Portland and Multnomah County on every project that needs them. It is part of the job, not something we hand back to you.

Do you work on older Portland homes with aging wiring or plumbing?

Regularly. Much of the east side was built before 1950, so aging wiring and drain lines are normal here rather than unusual. We look for them during pre-construction so they are priced in from the start instead of becoming a change order.

Do you build ADUs in Portland?

Yes. Accessory dwelling units and garage conversions are part of our additions work, and they follow the same fixed-price, pre-construction process as any other project.

How long does a Portland remodel usually take?

It depends on scope. Kitchen and basement projects usually run several weeks; full-home remodels and additions take longer. You will get a clear, customized timeline before work starts, not a rough guess.

Are you licensed to work in Portland?

Yes. Tortoise Construction is a fully licensed and insured Oregon general contractor (CCB #214445), and we handle all required permits and inspections on every project.
