On Budget. On Schedule. No Surprises.
North Portland Remodeling Contractor
North Portland's bigger lots have room to grow.
Up by the University of Portland, the lots are bigger than in most of the city, and homeowners are using that room: additions, garage additions and conversions, and other outbuildings. We remodel the houses already on those lots too, from kitchens and bathrooms to basements.
Every one of those projects depends on the plan. Permits, structure and trade coordination all have to line up before anyone picks up a hammer, and opening up an older house can turn up work nobody planned for.
We fixed it with a 5-step pre-construction process that prices out every trade and every material before you sign anything, backed by our No Change Order Guarantee. If it's not in the plan, it's on us, not your final bill.
Tortoise Construction is a North Portland remodeling contractor. North Portland up by the University is one of the areas where we get more of our jobs, and much of it is additions, garage additions and new structures on those bigger lots.
Owner Mike Jeske manages every project. We have over a decade of remodeling experience across Portland, and we price for what older construction tends to hide before demolition rather than after.

Recent Portland-Area Projects

West Hills Double Deck Expansion
A small, aging single deck on a hillside lot, rebuilt as two levels: an upper deck for dining and hosting, and a quieter lower deck for fitness and downtime. Reinforced framing handles the slope, soil and weather, glass railings keep the view open, and warm wood ceilings and lighting finish each level.

120th Ave Kitchen Remodel
We took out the wall between the kitchen and dining room to open the floor plan, brought the electrical and plumbing up to current code, and added custom walnut cabinetry with soft-close drawers.
What We Handle for North Portland Homeowners
Kitchen Remodels
New cabinetry, countertops, appliances, and layout changes, often opening a closed-off kitchen into the living space. We handle the structural side, not just the surface finishes.
Bathroom Remodels
New fixtures, tile, and layouts, whether that’s a full gut or updating what’s already there.
Basement Remodels
Turning unfinished or dated basements into usable living space, guest suites, or home offices, once the city's habitable-space requirements are confirmed.
Home Additions & Conversions
Room additions, garage additions and garage conversions, accessory structures and accessory dwelling units. These are structurally the most involved projects we take on, and where our pre-construction process matters most, since permits, structural work, and trade coordination all have to line up before anyone picks up a hammer.
Full Home Remodels
Multiple rooms at once, kitchen, bathrooms, living areas, sometimes the exterior too, coordinated under one contract instead of juggling separate contractors for each space.
Permits are part of every project. City of Portland permits can easily take four months, and a revision can add another month, so we get the plans as correct as possible the first time.
Remodeling and Adding On to an Older North Portland Home
Whether you are adding on or remodeling what is already there, the existing house is where the surprises are. Unpermitted work from past owners is common in Portland, with electrical, plumbing and HVAC run through wall cavities. Knob and tube wiring is a Portland thing too. If we find it, we either leave it alone or replace the whole circuit, and we would rather you know that before you sign.
Cast iron drain lines usually last, but the P-traps rust, so we scope the drains with a camera. Where an addition opens into the house, we check the ceiling joists: older homes often have undersized, overspanned joists, and removing a wall without checking can leave the ceiling sagging or the drywall cracking.
Site access is part of the price as well. Street parking, delivery trucks and scaffolding on a two-story home with a tight side yard are real cost factors no matter where you are in Portland.
The 5-step pre-construction process (Measure Meeting, Scope & Layout Meetings, Selections, Trades Day Confirmation, and Final Review & Approval) is how we get the plans right the first time and lock a fixed price before demo starts.

North Portland Remodeling FAQs
How much does a remodel cost in North Portland?
It depends on size, scope, finish level, and what the existing house needs. Older wiring alone can move the number. You get a fixed price before demolition starts, not a range that moves.
Do you build garage additions and garage conversions?
Yes. Garage additions, garage conversions, accessory structures and ADUs are part of our additions work, and they follow the same fixed-price, pre-construction process as any other project.
How long does a City of Portland permit take?
Portland permits can easily take four months, and a revision can add another month. We get the plans as correct as possible the first time so the schedule does not slip waiting on a revision.
What happens if you find knob and tube wiring?
We either leave it alone or replace the whole circuit. It is common in older Portland homes, and replacing it adds real cost, which is why we look for it during pre-construction instead of mid-project.
Can you turn a North Portland basement into living space?
Often, but Portland's rules for making a basement habitable are complicated: ceiling-height exceptions, stair headroom and egress all come into it. We usually set up a meeting with the city to confirm the requirements before we price the work.
Are you licensed to work in Portland?
Yes. Tortoise Construction is a fully licensed and insured Oregon general contractor specializing in remodeling (CCB #214445), and we handle all required permits and inspections on every project.
