Most construction companies build projects.
We help homeowners make decisions.
The Tortoise Construction Process
Planning a major renovation? The process can feel overwhelming.
You're suddenly expected to make decisions about design, budgets, schedules, and permits, often without knowing who to trust or where to start.
How to de-risk your project
For many homeowners, a major renovation, addition, or custom home project is unfamiliar territory. Most homeowners begin with questions like:
- Should I hire an architect, designer, or contractor first?
- Who will coordinate everyone involved?
- How do I know I'll like the final design?
- How can I be sure the project stays within budget?
- How do I know my vision will actually be built?
You don't need to have all the answers before you call us. That's why we're here.

But the deeper questions are often the ones left unspoken.
- Am I making the right decision?
- Will I regret this?
- Can I trust someone with decisions that affect my home and family?
- Will this project improve our lives, or create more stress?
These are the questions that matter most.
At Tortoise Construction, we lead the process from concept through completion. Our role isn't simply to build your project. Our role is to help you make informed decisions and ensure every member of the project team remains aligned with your goals, priorities, budget, and vision.
Sometimes that means recommending our solution. Sometimes it means recommending a different path altogether. Our job is to help you make the best decision for your situation.

Why Contractor-Led IPD?
Integrated Project Delivery (IPD) was created to solve many of the problems found in traditional construction. Designers, architects, contractors, and owners collaborate around a shared vision and common goals.
It's a powerful model, but there's one challenge: the homeowner is expected to be an active participant in a process they may have never experienced before.
How do you know which advice to follow? How do you know whether a design decision is right for your family? How do you know the project team is helping you achieve your goals rather than simply completing a project?
That's where we come in. We lead the process so you have a trusted guide at every decision point.

Our 6-Step Process
1. Concept
Every project begins with a conversation. Instead of talking to a salesperson and getting handed off between departments, you'll be assigned a dedicated project consultant from your very first meeting with us.
We want to understand:
- What you're hoping to accomplish
- What challenges you're trying to solve
- How your family lives in the home
- Your budget and priorities
- Your concerns and fears about the project
You don't need to have all the answers before you call us. That's why we're here.
2. Consultation
Your consultant now becomes your advocate throughout the entire process. Your consultant will:
- Attend key project meetings
- Help answer questions
- Coordinate communication
- Keep the project aligned with your goals
- Help guide major decisions
Most importantly, they remain involved from the first conversation through project completion.
3. Feasibility & Design
Before investing heavily in design, we determine what's realistically possible. During this phase, we:
- Review local zoning and building codes
- Evaluate existing conditions
- Identify structural constraints
- Test for lead and asbestos when applicable
- Assess site and utility requirements
- Identify potential project risks
As needed, you'll work with architects, designers, engineers, and other specialists. Throughout the design process, we continuously update project budgets and feasibility so decisions can be made with confidence.
4. Review & Preconstruction
Once the design is complete, we finalize:
- Scope of workBudget
- Schedule
- Construction logistics
- Risk assessments
- Guarantees
We believe construction documents should be understandable. That's why we provide clear, plain-English explanations of what is being built, how it will be built, and what you can expect throughout the process.
By investing significant effort during planning, we reduce surprises during construction.
5. Build
The majority of project success is determined long before construction begins.
Once construction starts, our teams follow established systems, checklists, quality-control procedures, and inspections to ensure the work is completed according to plan.
You'll have access to project updates, progress photos, schedules, and regular meetings with your consultant so you always know what's happening.
6. Completion
Project completion isn't the end of the relationship.
When construction is complete, we'll conduct a final review, answer any remaining
questions, and ensure you're comfortable with your new space.
Our goal is not simply to finish a project.
Our goal is to deliver a home that solves the problems you set out to solve from the very
beginning.
Frequently Asked Questions
Do I need to have a design ready before calling?
Not at all. Most clients come to us before they've spoken with a designer or architect. That's actually when it helps most to have a consultant in your corner, before you've committed to any direction or spent money on drawings.
Is Tortoise Construction licensed and insured?
Yes. Tortoise Construction LLC is licensed, bonded, and insured in Oregon (CCB# 214445).
What is Integrated Project Delivery (IPD), and why do you lead it?
IPD brings designers, architects, contractors, and you together around one plan from day one. It works best when you're an active participant, not a bystander waiting for updates. We lead the process so you always have someone helping you make the next decision instead of figuring it out alone.
Will I have one point of contact throughout my project?
Yes. You're assigned a dedicated consultant at your first meeting, and they stay with you from that conversation through the final walkthrough. You're not handed off between departments as the project moves from design into construction.
How do you prevent surprise costs once construction starts?
During Review & Preconstruction, we finalize the scope of work, budget, schedule, and risk assessments before any construction starts. Pricing is locked in ahead of time, so you know what to expect before the first wall comes down.
